OUR MISSION

The Mission of the Montgomery County Hero Fund is to immediately guarantee that the acts of a Hero will never be forgotten and that we will always rise to the challenge of making sure sacrifice in the line of duty will never be in vain and that law enforcement officers, military personnel, fire fighters, paramedics and/or first responders and their loved ones will be protected and cared for in the event of tragedy.

OUR STORY

The Montgomery County Hero Fund is a 501 (C)(3) corporation that was founded in 2012 by Sharon and Sean E. Cullen in response to the murder of Officer Brad Fox of the Plymouth Township Police Department and United States Marine Corps (Ret.). 

The purpose of the fund is to provide immediate and ongoing relief and services to any law enforcement officer, military personnel, fire fighter, paramedics and/or first responders or his or her loved ones as a result of tragedy on duty in or in service of the people of Montgomery County, Pennsylvania.

ABOUT THE CO-FOUNDER

Sean E. Cullen, Esq. is a co-founder of the Montgomery County Hero Fund and has served the organization through leadership and community advocacy.

  • Sean E. Cullen, Esq. has spent his life standing beside those who serve others—quietly, relentlessly, and often without recognition. To many in Montgomery County, he is more than an attorney; he is an advocate, a protector, and a steady force behind the scenes of the community’s most vital institutions. 

    Admitted to practice law in Pennsylvania in 1997, Cullen built a distinguished legal career grounded in service. From his early days as a prosecutor in the Montgomery County District Attorney’s Office to his leadership as a founding member and managing partner of the Law Offices of Cullen and Conwell, and later as a partner at Hamburg, Rubin, Mullin, Maxwell & Lupin, his work has always carried a deeper purpose. Over the course of more than 7,000 criminal matters, Cullen pursued justice not as an abstract ideal, but as a responsibility to the people and families behind each case. His work in family law—guiding clients through divorce, custody, and adoption—reflects the same compassion, helping individuals navigate life’s most personal and difficult transitions. 

    Yet it is Cullen’s unwavering dedication to community service that defines his legacy. With a rare depth of expertise in nonprofit law, he has helped establish, advise, and sustain hundreds of organizations, many of them serving law enforcement, volunteer fire companies, and first responders. He has worked tirelessly to ensure these organizations remain compliant, operational, and able to carry out their missions, often stepping in when they needed it most. 

    This commitment is perhaps most profoundly reflected in his role as co-founder of the Montgomery County Hero Fund. Alongside his late wife, Sharon, Sean helped build an organization rooted in gratitude and action; one that provides critical support to first responders and their families in times of hardship. Their shared vision transformed loss and love into a lasting source of strength for an entire community. 

    Cullen’s connection to the law enforcement community runs deep. As solicitor to organizations including the Montgomery County Police Chiefs Association, the Montgomery County Detectives Association, and numerous local foundations and emergency services, he has become a trusted advisor and advocate. He has also shaped the next generation of officers as an instructor at Temple University’s police training programs, sharing his knowledge of constitutional and criminal law with those preparing to serve on the front lines.

     

    His impact extends across Montgomery County, where he remains deeply involved in civic and charitable organizations, from local cultural institutions to public safety foundations. In recognition of his extraordinary contributions, Cullen was awarded the Medal of Valor by the National Liberty Museum in 2020, and in 2026, he and Sharon were posthumously honored with the Law Enforcement Person of the Year Award by the Police Chiefs Association of Southeastern Pennsylvania—a testament to a lifetime devoted to others. 

    A third-generation graduate of Temple University, Cullen earned his law degree from Widener University School of Law and a Master’s in Trial Advocacy from Temple University Beasley School of Law. But beyond his credentials and career accomplishments, it is his compassion, humility, and enduring commitment to service that define who he is. 

    In courtrooms, classrooms, and throughout the community, Sean Cullen has never simply practiced law—he has used it as a tool to uplift, protect, and give back. His story is not only one of professional success, but of a life dedicated to honoring those who serve and strengthening the community he calls home.
